the consensus seems to be that I can either buy a slower motor or deal with what I've got. Can't change or add any pulleys, this is a 1" belt sander where al the pulleys are enclosed

with my original request. I need to drill a single hole in one end of a 1 1/8" dowel and another 1/4" hole thru the middle of the same dowel. I bought a drill guide and made a jig for the end hole...

Actually I'm going to be drilling both parallel and perpendicular holes in the dowels but I'm looking for a parallel hole this time, my mistake in the original post.

If you go to page 810 in the McMaster-Carr catalogue you'll find clear water resistant heat shrink tubing with a 4:1 shrink ratio. It's just clear, no color bits.
