Yes the brake failure light is on steady. I tried the trick with ensuring the brakes levers weren't activated when starting. Nothing I do seems to make any difference.

It's a 1500 I believe. Doesn't really matter what size you get as long as it's big enough inside to take the four bolts. You don't want to drill anything in the OEM rack.
