I'd use

4142 Pre-hard. No heat treatment after machining would be necessary yet it still machines pretty good. You can always tell 4142 by the dark crusty rind on the material. jmo...

So far, no adverse affects. The little bike rides fine at the speeds that it's capable of traveling. Mabe it's the fork angle or the fairly wide footprint but it seams fine...
