Check to make sure the right throttle cable is properly seated at the throttle body. You were working in that area when you removed the tank and it is VERY common to knock the cable out of position....

How about just putting a 1/4" Magnetic Nut Driver in one position, then you can use any 1/4" hex bit you want.
A 1/4" square bit in another position would allow use of 1/4" drive sockets.
