"Sticking throttle cable" Check the plastic cover on the throttle body as it may be draging on the return spring assembly. It did on mine and I simply removed the cover(s).

Lower the front end by sliding the tubes "up" into the fork clamps. Up to 35 mm is OK. Does it change the geometry? - sure it does. Is it still rideable? - absolutely.
