I'm not familiar with exact the maintenance schedule of a 2008 690, but hard starting is a common symptom of tight valves.

Wrap the bar-end weight with a rag (to prevent the pipe wrench teeth from gouging it), and spin it with the PW. It'll come off. :thumb
