Sounds like you pulled the threads out of the oil tank when you removed the bolt - the spring is the threads! May be able to use a heli-coil kit to replace the threads in the tank.

There is a small fuel filter in the inlet to the carb - sounds like yours could be plugged up with debris. +1 on not running the petcocks on reserve - picks up fuel from the bottom of the tank...
