exhaust valve cover

i have had cover on and off and turned it by cable and hand and it just seems to stick 1/2 way up
and valve clearance is at .15 but it acted the same at .13

yes the cable is connected

but it does the same thing if i move it with a wrench or if by cable, it moves up and opens the valve and returns until it is up an inch and then it sticks

50% of the time it is something else and i wind up wasting a lot of time reading plugs and changing jets to no result
