I have been running a 5.10 for a few thousand miles. It fits but I think it's overkill (heavy!) and I will replace with a 4.50 if I ever wear the thing out.

If you're getting spark then you're probably not getting gas. The float plunger can stick if it's gummed up and there is a decent chance that's happening...

That is your oil level check bolt. The oil is slowly seeping out of there and running down the sides of the case. It collects along the gasket seam making it look like that is the source of the leak....

That is the early model tensioner that has been blamed for a whole lot of cam chain heartbreak. You might want to invest in either a manual tensioner or one of the updated auto tensioners from 2003+....

I would pull that carb off the bike and blow out all the fuel passages with carb cleaner and compressed air. If it's gummed up you are not likely to fix it without some disassembly.
