No the forks are not a sealed unit yes you can take them apart and clean them out. make sure to use new seals and dust caps.

If the water pump wasn't turning and the system heats up to a point of over heating/over pressurizing. The first thing that should happen is blow the pressure out the cap not blow off a hose....
