Still sounds like pilot jets. Once the carb is out, many people replace those incredibly cheap screws with hex head ones; makes adjustments much easier every time going forward.

I've had one tank at 36 mpg, so I can certainly empathize, but mileage has been creeping up and I'm now typically getting 47-48 mpg at freeway speeds (75 mph actual).

16-tooth front sprocket can fit on the new-gens, but it does require a small bit of grinding to get the appropriate clearance. Likely easier to just go 15/41 and call it a day.
