The pressure drop due to the vacuum and the increased air speed both cause a drop in the air temperature. Add in the high humidity and cold temps and you get icing.

I change tires for friends for a small fee but won't do ice tires either. Gloves only get you so far and the extra stiffness makes them a major PITA.
