I'd make it looser. the lever should have slop when its disengaged. That's the only way to know for sure the clutch is completely engaged. The knob at the end of the lever should move about 3/8"...

+1 on this. Notice he says, "push". Not "kick" through the tough spot. The only time I use the decomp lever is to clear the cylinder when the mixture is off during a hot start.
