GS-911 can manually turn on fan ... if you don't have access to one my first thought would be to unplug the fan from the wiring harness and apply 12V directly to the fan and see if it spins up ......

I hesitate to run the tank all the way down unless necessary as the fuel does cool the fuel pump helping prevent it from overheating .....
