The bike is rated for a passenger as well as the rider so I'm sure 300 is well within what the design will accommodate.

put a hand choke on it. I don't trust the cable. if it's binding at all, you might open it by turning the bars. Then it doesn't return. Carb o-rings are a good suggestion also.
