A circuit tester or a VOM will answer the question since both of those are switched circuits. I think the engine has to be running to get power to the circuits.

If the bearings are too tight they will brinell sooner.

The key phrase is "to keep them topped off". Don't hook them up in parallel to change them. But once they are all charged you can hook them up in parallel.
