The stepper motor is what controls the idle speed. When its dusty/dirty it cant set to the correct position so wont idle properly.

A quick spray with a dry parts cleaner will sort it again.

Its public roads (byways), very strict here in the UK where you can ride.

Tyres had 15psi in, you sometimes have to do quite a bit of paved road...
