The bicyclist should wait in the line of traffic IF the traffic will experience difficulty legally passing the rider once traffic gets going again. Otherwise it doesn't matter.

If cars are stacking up behind me whether I am on bicycle, motorcycle or car, I have no problem pulling over and letting traffic vent. It seems like a courteous thing to do.
