Not sure how to get it open with a broken lock. When the filler lid is open, at the seven o clock position there is a allen head screw. Remove this screw.

My wife has about 10K miles on 2 different bikes and has never had one short enough to get flat footed. She does wear riding boots and has a lower seat on the BMW. It is still only toes on the ground...
