You can just disconnect it or remove it completely and plug the holes.

I use a complete set of 950 Adv wheels with discs and sprocket.
(removed one front disc)

You are right, it is a vent line and the open end...

You are right, it is a vent line and the open end should be pointing down.
No filter or anything needed. It should act as a snorkel in deep water.
