Also, keep in mind that zona franca bikes have some restrictions, in case you plan to get back to Chile further north.

That's true if you want to buy a bike imported under the "Zona Franca" regime to save some taxes. If you buy a new bike and choose to pay the 19% IVA, the bike is free to go anywhere.
