No, bikes can now be imported even if the maker has no facility here. Ducati is one that is diong so. Triumph was/is going to set up a facility here, mainly to assemble the CKD bikes they brought in....

They are, but not all bikes can be sold that way. Triumph apparently doesn't want to risk investing in an assembly line for the Tiger, since they're not sure it'll sell well enough here to justify...
