I have had success swapping the pass side foam with the drivers side. Not all cars use the same foam for both front seats, but a lot do. Seats are fairly simple to take apart.

If you can only carry one tube carry a normal 21" front tube. It can be used on a 18" wheel just be careful that you don't pinch the tube when you mount the tire.
