Check out all your earthing points (grounds for you being from the US) Try and get a small multimeter or a bike shop with multimeter to check out the grounding point on the bulb holder and cable...

Push down

You need to ensure the black dash board is pushed down into the locating holes on the underside, that should close the gap there are locating dowels on the underside of the dash. HTH
