I'm 5'9 with a 31" inseam - normal height f8 with comfort seat which is 1" higher than stock. Never a problem when stopped, toes just reach the ground.

Sorry that's wrong. Cutting it shorter also means any spilled fuel could potentially go on the hot cat/exhaust and cause a fire.

Fuel overflow tube - if you overfill the tank, rather than leak all over the hot exhaust, it drains out the tube. The holes on the other end are around the rim just underneath the fuel filler cap.
