Utility bag above tail light?

I noticed there is at least 3 inch of space between tail light assembly and the rear rack (coocase trunk is mounted on top of it). Did anyone put a small bag in the space? I could keep bungee cords...

My 09 GS has one european cig lighter outlet and a bmw style 2-pin plug. I have used a european-to-US cig lighter socket converter to use my existing usb hub.
