That, my guess, is the problem. If it never moves, never gets used, likely the contacts are corroded and not passing current through. Using it keeps it clean.

Right, the fuse block is powered by a direct-to-battery wire. The other fuses in the block are powered when key is turned, except for FUEL. That's always on.
