I don't believe you can do what you are thinking anyway (not easily), the KTM models stopped showing up on the RIV list after 2007.

In case anyone else is still playing with these old relics, I found out that the TW200 footpegs that are ubiquitous on E-Bay will fit these bikes just fine, well as good as I would expect China pegs...

Yes, it can be done. No RIV fee either. You need to have a decal on the bike saying in french and english, that it is a closed course bike. Not sure how that will affect your ability to get an OHV...
