I'm sorry but I'd hardly call 3 seasons of presumably hard off road use a bad build quality issue.
If that happened in the first year, sure. But 3 years of hard use including lots of foot dragging...

They are a broker and can find you insurance with any of the major insurance companies....

Did you read my link? The law was changed in 2011 to allow vehicles from Mexico, under 15 years old, just like from the USA. But as far as I can tell the regulations haven't been put in to effect yet.
