Definitely a 4stroke, both the cylinder and head are cast as single unit. The pine cone plugs allow you to drop valves in. I'd say late 1920s ajs, matchless..

dry = go back and look at the carb
wet = verify that the base/sump isn't loaded with gas, If I remember right each cylinder has a separate drain plug....
