Double check that the pressure and return lines...

Double check that the pressure and return lines from the tank to the regulator are not swapped.
Double check that all four throttle cable ends are seated in the cable thingys.

Try "reseating" the connector to the throttle position sensor. The TPS "tells" the 'Puter how much the throttle is opened, if it is flakey the result is hesitation.

My 78 S does just that from the factory. I think it was some fed law at that time. Get a 78 /7 wiring diagram and copy that circuit, you will need a small relay and a buzzer.
