Are you sure that part doesn't go over the boot? It has elastic on the bottom? If you put it inside the boot water that splashes up may run down the waterproof part into the boot.

That's what i was getting at, why not just state "Use caution ahead" and it applies to everyone not just bikes. I have had cars and trucks slow down for stuff that i just ride through without concern.
