What is the voltage reg output?

Might want to check it before you swap the regulator, just to be sure what's going on.

As long as the Voltage output stays above 12.something when hot, I believe the drop in output voltage is actually just the voltage regulator adjusting to the fact that the battery is fully charged...

If you still have an issue with the breather system after your oil change, you might google the Rex Bunn breather system. I'm a bit of a sucker for making little changes that are supposedly better...

Be sure to disconnect the battery first....

...before you try to disconnect power to the clock. Short those two wires, and you have smoke/melted wires. DAMHIK. Other than that, it's pretty easy.

But on my 85 I was getting some weird electrical problems, and found the fuse holders were oxidized/too loose to hold the fuses without high impedance.

Changed fuses and bent the fuse holders...
