Fog lamps do have a fuse and a relay

The relay is under the ECU, not the fuses. If the two 7.5a fuses you found near the front right fork tube are okay, you should probably check the handle bar switch contacts first, then the relay.

The phone does connect and if you are usink Garmin Link, all of the functionality is there including navigating to your phone's contacts. You just can't make or receive calls.
