I had 17/43 on my 98 XX, acceleration, fuel econ & speedo accuracy was never an issue for me, since GPS tells more accurate travel speed anyway. 17/43 combo does reduce engine rpm during long highway...

Throttle is still controlled by the rider, 100%.. rider just have to operate it on or off.. if it snaps back automatically, that's not 100% controlled by the operator, that's not throttle control....

For tank gripper, get some bathtub anti-slip stickers from the hardware...
