Fixed it!

Put on 4.10-17 front tire, cut the E front fender back 8" and it will now do 70 mph with no shake. I'm guessing it was the the 21" wheel/tire with the 17" rear tire. Now that it is back in SM balance...

I did that already and the shield had no effect. The smaller National Cycle works better than the Cee Bailey but does not cause the shake. Tomorrow the SM fender goes back on as well as a 4.10-17...
