Why would a tablet (Windows) not run Basecamp? Basecamp works on my old cheap netbook, which has less computing HP than a modern tablet. And you can always add a GPS dongle to the hardware.

Do you want to scan negatives, slides or prints.

A few or a lot.

If a lot of prints - send them out for bulk scanning.
If a few print - use a flatbed scanner from Epsopn, Brother, Canoon...
