Maximum? Minimum? What's the difference? 25 MPH means that someone in a car or truck can drive 25MPH. I merely was posing the question as to whether a bicycle could maintain this same speed ?

That's the lowest speed limit I've seen on any road in Maine. I would take that to mean that anyone should be able to travel at least at 25MPH.
