Theoretically you can buy the options individually but the bikes usually come with options packaged together. I don't know what "control operator concept" is? Heck it could refer to adjustable seats...

$3,000 for an 04 would be pretty high around here, even for one in excellent condition with just 5K. But in reality if it's pristine with newish tires it's basically the same bike as a new one.
