No. Richness makes an engine load up and not pull at low revs.
Popping through the intake is indicative of an air leak.
Two shims under both needles sounds too rich.

Sounds like it's not breathing or running on stock jetting or both.

Check the float bowls - they may be corroded too.
Engines can withstand a tremendous amount of abuse.
Pour some kero through it just to be certain it's OK....

If you need an entire '71 Ducati RT450 Scrambler I know a friend that has one in very nice shape that you can tag. If I remember right, they weren't very good dirt bikes, but oh so rare in the US.

I have a used white plastic Clarke 4.1G that shows the fuel level. Clarke sells them for $229 and I didn't see any used ones on eBay. I don't know what it would cost to ship.

Guys from this website go to Laurel Forks every year. They should be able to help you. Canaan down to Spruce Knob is my favorite WV DS ride. The paved roads are great too.
