Sounds like a problem with the petcock if it runs ok on "prime" or "reserve". There's a tiny filter within the inlet pipe of the carb also. Your missing pipe looks to be part of the California model...

Maybe when you put the pads in only one end was lining up with the pin and the other end the pad tab was inboard of the pin, as in, closer to the wheel axle. Does the wear on the disc look the same...

The Oz version doesn't have a park position on the ignition switch so it should just be a case of finding the wire that gets switched power in that position and disabling it.

The 450 maintenance schedule is a bit ridiculous to be honest. It only holds 950ml of oil so that needs changing often and I heard valve checks every 17 hours.
