Having seen the size of queues at some border posts. Is it acceptable to filter past the cars to the front or will this get you shot/abused/arrested?

Try switching the meter to read AC volts. You should read about 20 - 30v AC across any pair of windings from the alternator.

Solenoid fuse?

Some hondas have separate 35A main fuse on the side of the starter solenoid connector. If this has a poor or corroded connection then as soon as you pull power it's enough to break the line.

The Nuvi550 is on amazon for $202 at the moment.
It's waterproof, has 8hr user replacable battery. Reads Topo and Bluechart as well. Fits on $2 fleabay handlebar mount.

From your description it sounds like the bike has never run right since you got it.

Have you checked the valve clearances and cam timing? If they're out it can cause the inlet to be open longer...
