The Scorps are tubeless - unfortunately the rim isn't so you'll have to fit a tube. Incidently, although the rear wheel has a tubeless rim IIRC the front doesn't.

I suspect it is item 3. It is needed and will stop the pads from rattling. It fits at the rear of the caliper and will exert pressure on the top of the pads.
