On the earlier bikes you could pull the rubber cover back and then there was a tab you had to squeeze on the white plastic plug and it would release the lock and pop out. do not know if the new ones...

You make a good point...the fueling concerns I have had have been all around how clean the fuel is as opposed to a low octane rating. Had my fuel pump clog and fail in Australia.
