Nice fit on top. I'd be thinking about some backing underneath the nuts and the bolts--sandwich the case. 1000 miles of rough use might deform the base metal and cause a leak.

No. When the tail light goes away, the brake light masquerades as a tail light, but still works as a brake light. The tail light doesn't become a brake light if the brake light burns out.
