Battery, fuse or connections
Fuse location will depend on the model. Early type are inside the headlight, later models on the frame. 12 - 13v @ battery but no lights & no cranking sounds like either, a fuse, or connection issue....

Fuel lines
While you're at it, replace those clear pvc hoses with proper fuel rated hose. Not sure of the fuel pipe diameter on those carbs, but VW air cooled fuel line is pretty standard on airheads....

I've had good results with zinc plating. Generally you have a choice of the silver or a light gold colour. If properly prepared and applied it lasts quite well. Good luck.
