I have owned two pairs of CBTs. I don't know how they do it, but they are pretty much waterproof without Goretex. They kept my feet bone dry in heavy rain.

You could buy rain pants. Seriously. Sometimes even the most renowned "waterproof" gear will let rainwater in. Even the cheaper rain pants help a lot.
