I wouldn't have thought there was a need for a permit system on the WRT. Every time I've ridden it I've seen very few vehicles, and most of those were bicycles.

Rode a 33 year old GL500I up in 2013 which was no real adventure since most of the roads are now paved and there are more people....

I have a bag rated -10F which is comfortable down to +15F. My take on temp ratings is you won't die at the rated temperature but you can forget about sleeping.
