Yes, people have made them, but then you have to redo the suspension for the weight and fuel tanks you'll hang on it. The KLR is an easier route if you need to do all that.
If you want a desert capable dirt bike that you want to dual purpose and travel lightweight, the XR works good. But if you want heavy touring rig, it is too lightweight and the motor is race breed. The XR is cool bike and a blast to ride though. YMMV and IMHO
