I've had lousy luck with Kreem (and POR for that matter) once the tank gets a good case of rust. It's almost impossible to get all the old rust out and a coating over rust goes bad within a year and then the tank is toast.
Somewhere on the net, someone describes a process to clean up the tank using an old car battery through electrolysis. Folks swear by this. If you want to DIY, then I'd look into this.
My advice on a bad case is find a radiator/fuel tank repair shop that will do the dip/coat for you. I've had a couple tanks done this way that held up fine. You will have to repaint though.
